Thomas H. Reynolds is the Associate and Foreign Law Librarian (emeritus) of the Boalt Hall Law Library at the University of California, Berkeley. He serves regularly as a consultant on foreign and international law and collection development for numerous institutions. He has also been the General Editor of the Index to Foreign Legal Periodicals since 1984.

Arturo A. Flores was Reference Librarian at the Boalt Hall Law Library at the University of California, Berkeley and Director of the Law Library at Golden Gate University in San Francisco. He retired from law librarianship in 1991 to devote himself to research and writing, and now resides in the Paso Robles, California area.
